Hall sensors come in both types, output stays at current level (high or low depending on the presence of metal) or reverts to a no signal level. Surely you have a multimeter, if not a $10 one is much better than nothing. To check the sensor, a fine wire can be wrapped around a connector pin and led out of the connector when the connector is mated. With the key on you will get one of 3 signals on DCV, 5V, 0V, or something in between when the engine is cranked over. The latter will be near 5V or 0V when the engine is not turning.
