Being a '93, I believe that the temperature on your gauge is read directly from the temperature sensor. Is the temperature sensor old? Is the sensor connector clean? Fortunately, you don't have your EDU interfering with the temperature sensor reading (starting in '95 the EDU "interprets" what the sensor is telling it, and does not give a 1:1 corresponding reading). One possibility is either the high- or low-speed fan relay. One of the relays could be showing signs of aging by intermittently engaging. Try pulling one of the fan relays (in box by battery), and do a short test run. If the fan fails to start at all, then you know that the relay still performs its base function. Try the same with the other relay, and check the results. If the fan still comes on normally with one of the relays removed, and doesn't perform this "ghost" on/off function, you probably have identified the problem. BTW, a site sponsor sells these relays both labeled as either a low- or high-speed relay in its "engine electrical" section, only to put in fine print much further down in the description of a general-purpose relay that this one can also be used for the various fan-speed relays. At roughly 1/5 the price.
