Me personally I wouldn't do that big of a job without removing the oil pan and head due to the uncertainty of getting it right and sealed. But that's because I charge for doing the job correct and leave warranty on it.
Even just removing the timing cover, I would replace the timing chain guides and chain and leave out the balance shaft stuff.
If you are doing it on the cheap, it is no use spending money for balance chain, tensioner, guides and sprockets.
