If you want a temporary fix you can pop off the brush thing around the ebrake handle, unscrew the nut type thing on the cable for the sticking side and take that cable out of the carrier.(this only takes a few seconds) Then you can still use your ebrake and wait till the weather warms up to fix the problem, which I think will be the caliper. Someone correct me if Im wrong, but I think a stretched cable will cause the ebrake to not hold well compared to sticking on.
