Thanks for adding your input Wingerr, I appreciate your help in learning about this subject.
In this rural area there are very few 'pimped up' rides and what few as are seen are usually kids in obvious rice burners that stand out because they are extra-super-LOUD sounding. Visually those usually have either hooded or silvered headlights and other changed lenses, ostentatious bridge spoilers and wee little tires on fancy rims - but the lack of intelligence and skills on their driver's part usually means technical upgrades are OUT.
Therefore I submit that 99% of the harsh lighting which blinds me in the evenings is OEM spec stuff on the more expensive rigs and SUckVs it comes through on these days; the other horrible lighting is on BIG/tall things which come standard with 4 headlights now and are high up enough to directly burn out a 9K driver's eyeballs without any special bulbs or such even needed.
Why there has been a movement to ever bigger, more consumptive vehicles in a time when fuel expenses have skyrocketed continues to elude me along with any possible compassion for all the big egos who drive hummers and other such rolling wastes - which all happen to have high and blinding lighting, of course...
Best Wishes,
mark
