When my daughter's '95 CS had no heat (in winter, of course) it was the ACC---which tested OK. So don't entirely trust the self-test. Mine tested fine, but was slow to show no codes. To dig into it...
First, pull the ACC (and maybe the radio) so you can see behind things. You'll need a flashlight, too.
Looking in, straight ahead is a black plastic "air box". I think all or most of the air coming into the passenger compartment comes to this box first. There is a small (sort of L-shaped) arm on the lower right corner, IIRC. It should have a stiff wire running from it and through the firewall. The servo motor moves that arm and the flap(s) in the air box to direct the air around. There may be another flap, too. This is the one I know about.
Leave the ACC connected. Turn on the ignition and the ACC. press buttons to see if the arm moves. If it doesn't it could be the servo or it could be in the ACC. Or the wire could be off, but I don't think so in your case.
I suspect the problem is in the ACC or the servo. But it may be worth pulling the aquarium cover and finding the other end of the stiff wire. It goes to another L-shaped arm more or less center line on the car in the aquarium. Sometimes the wire pops off. If it does the arm moves but if it doesn't have something to pull on (the other end of the wire) nothing happens. I *suppose* that could result in some of the noise you hear.
If it is the servo, you'll have to pull the dash top, and either replace the servo or get a used air box with a good servo. Haven't been there and bought that t-shirt yet, but others here have.
You can GENTLY try moving either of the arms by hand. They are plastic and can break. The servo loads them up so they have tension on them, so be GENTLE. If one moves not at all, very hard or very easily then there is almost surely a servo problem. IIRC some people have lubed them and had success, but I don't know first hand.
