It's a safety thing, and it will fool the uninitiated - been there, done that. Take a look at the interior of the brake fluid reservoir and you will see a rectangular slot on the back side between the max and min lines; this is the inlet for the clutch hydraulic circuit. If you let the brake fluid level drop below this inlet you will allow air into the clutch circuit, making it impossible to bleed properly.
