Vaccuum routing & PCV question

I'm wondering if I've routed some vaccuum lines wrongly after my recent engine rebuild on my 1988 9kT.
Connections from manifold:
- FPR
- BPV & dash connections
3 nipples on the Throttle body (TB). (These only go into vaccuum for a brief second when the TB plate is opened, right?):
- One closed off
- One is controlling the valve for the EVAP canister
- Last is connected to the PCV system <--- This is one I'm doubtful about
1 nipple between manifold and TB (This should be the same as the other direct manifold connections):
- Vaccuum advance system <--- This is the other one I'm doubtful about
Did I get the two things I'm doubtful about mixed up?
As for the PCV system, there's two pieces:
1. The check valve (http://www.eeuroparts.com/Main/PartDetail.aspx?id=7521313)
2. The black fitting on the valve cover (http://www.eeuroparts.com/Main/PartDetail.aspx?id=7517048).
Is the black fitting also a valve controlled by vaccuum? I know the check valve is there to prevent boost from getting to the fitting, and only allow vaccuum. However, why is a vaccuum signal needed in the first place? As it stands, if I apply vaccuum to the line right at the manifold, no vaccuum is held. It doesn't allow boost to go through, but no vaccuum is held. So does this mean that the black fitting is malfunctioning?
Thoroughly confused.
