I also carry a belt, mostly with the idea that someone else could get it on for me, as I don't carry a full set of tools. Preventive maintanance will usually prevent something like this, but in the event, the only tools needed to do this from on top would be a combination wrench to fit the idle pully bolt and a second combination wrench to use as an extender. The idea of changing pullies by the side of the road isn't something I'd even consider. The only time I've actually had to do this (5 9k's over the years) is on my son's current car, which had the ac compressor lock up. Doingit a day later with everything cold, it was about an hour job. Wouldn't consider it with the engine hot.
