I checked the shop manual, and it does work as expected. The 12 Vdc appears at the black/red wire (pin 2) when you turn the car on. The computer grounds the valve through the black/violet wire (pin 2). The most interesting thing is the frequency of the pulse is only 1 Hz. If you have the valve disconnected, the resistance should be around 7 ohms.
The test procedure for proper operation is to start the car and let it run for a while. Slightly crimp the rubber hose that goes to the throttle body (not the intake side) to drop the idle speed, but not so much that the car stalls. If the engine speed does not drop, then there is an air leak in the intake. If the engine speed drops, then release the restriction. The idle speed should speed up, then go back to 850 RPM after about 10 seconds.
Try those tests and go from there. Inevitably, this kind of problem is traced to an air leak.
