I agree with your recommendation to apply corrosion inhibitors between dissimilar metals, and that such a prophylactic measure is imperative where road salt is encountered.
As to what rotted/self-destructed my OEM painted steel tank strap? I suspect the cause was 15 years of accumulated dirt and water.
And YES, the 1/8" by 1 - 1/2" by 36" aluminum was not only more substantial than the original steel strap, but it fit perfectly.
