Welcome to Saab land - first one?
If so get at least a Haynes manual to help you understand
the terminology and geography of the 9000 if you are a DIYer.
That vac line shouldn't keep it from starting as described.
1) check for spark - with that DI cassette I'd suggest you get
the tool, you can't test 'em the way you can cables.
Reseat the plugin (cable into the side) in the DI cassette, a little dielectric grease with a Qtip in the plug sockets and check the plugs while you are there if you've got spark. No spark? Well that's another discussion.
2} When you crank it and get no start - do you get gas smell in the exhaust?
If not, check fuel press regulator and pump. And consider a new fuel filter, especially if you've got power to the pump and the old one looks,
well old. Search to find discussions on these items.
That's where I'd start. The brake lights are prob just a bad brake switch near the pedal.
I'm parting out a 90 9kt and may have stuff you need - if you find out what it is you need. My ad is dated 8/3 in Classifieds/Parts.
BTW - the eeuroparts.com site has assembly diagrams that can be very helpful.
