I don't think it is worse. I wouldn't expect to find water there, but I guess is it possible from condensation if the car wasn't driven a long time or if someone got carried away washing the engine.
Water is an excellent conductor of electricity, so you don't want it around your spark plugs. Clean it up, and I seriously doubt that it will return. Hair dryer might be useful for dealing with the last 1% of the water.
