But I'll get down to business first. I have a '91 9kt, and a local shop did an alignment for me and used shims to align the rear. Bending the frame or the axle sounds like an invitation to make things worse. You might have to travel to get this done. What part of Ontario do you live in? I'm in Madison, WI.
Interesting that the Ontario government is so interested in making sure the car is within specs. I'll bet that half of all cars on Ontario roads aren't.
Your discussion of their lack of understanding about measurement uncertainty reminds me of my first week in college, as a Chemistry major. My high school education had many holes, the concept of measurement uncertainty being one of them, and I still remember, 31 years later, a lecture I attended on measurement uncertainty, which rocked my world. I went on to get my PhD in Chemistry, so looking back, my reaction at the time is amusing.
