There is reason to believe alcohol in the fuel causes cold leaning and operation issues before the fuel system goes closed loop ie, the oxygen sensors start to work. Alcohol has less energy and takes more heat to evaporate which causes less fuel vapor to be available for combustion. Once the oxygen sensors start working, the fuel system may compensate for the lack of calories in the fuel, and the heat of the engine helps evaporate the alcohol. This type of problem will get worse if they increase the amount of alcohol in automotive fuel. Some fuel systems may be unable to compensate for additional alcohol when the engine is warming up or even at operating temperature. Causing poor throttle response or lack of acceleration especially in cool - cold weather. It is flat out dangerous to pull out into traffic and have the engine stumble or quit running.
