It sounds like you're having the same problem I had on (2) of the (3) 9000's I'm driving now. If the servo arm moves freely and when you put the ACC on LO and back to HI and you hear clicking noises coming fronm the servo like it's trying to move, the gear train inside the servo motor assembly is proiably out of mesh. The shaft going through the gear and arm can walk over time (it's just pressed into the plastic gears)and the little pinion gear moves far enough where the teeth won't mesh with the big gear. I just puched them back in a little to get the gear back where it's supposed to be and they work fine again. It will take a little trial and error to get it where you want it. Take measurements so you don't need to redo the job again soon. I haven't had to do it a second time so I don't know how long this fix will last. It probably took 13 years for it to move that far the first time so it'll be in the junkyard before it happens again....I hope. FWIW, it looks like it happened to the 3rd 9000 last week. All I have is heat, and lots of it. I wasn't able to get my PS side airbag out. There is a screw way in the back (front of the car) that was missing on one of my cars. I don't think you need to put it back. The other two are easy to get to. That third one's a little tough. Good luck. There's a post somewhere on here where I described what happened last time.
