Spark plug condition is a major contributor to the Ignition part of the fire triangle, (air, fuel, and spark).
I believe there is a check valve in your fuel pump, in the return side, to maintain system at rest pressure. Over time, this seal becomes less effective and results in a slightly longer time to pressurize. You can confirm this with a fuel pressure gauge comparing initial "OFF" pressure to "OFF" pressure several hours later. (However, an odor of fuel on your dipstick could result from leaky injectors.)
Anecdotally, my brother reports his 1996 CS requires a waiting period with key "ON" before starting. Otherwise, turning the key to "START" results in extended cranking.
I see a fuel pump in your future, probably before new plugs.
