A block heater uses a freeze plug hole in the block.
An inline heater sits in one of the radiator hoses.
Of the 2, the block heater puts the heat where it'll help keep the oil warmed up as well as the block itself. But, since it goes in a freeze plug hole - it isn't necessarily easy to put in while the engine is in-car.
Other options are heater blankets for the battery (chemical energy decreases by 1/2 with each 10C temperature drop) and glue-one silicone heater pads for the oil pan.
Block heaters used to be really common in Minnesota when most of the cars were carburated. Don't seem to be any more. Fuel injection, a good battery and 5w30 or synthetic oil pretty much make them unnecessary unless you live somewhere like fairbanks.
