Curiously, BPCs don't fail as often in NG 900s and OG 9-3s with T5 as they do in the 9000. Some think it the orientation of the BPC (vertical in 9Ks, horizontal in the 900/9-3 may influence this. Who knows?
The failure mode is usually wide open boost right up to fuel cut, or base boost--that *may* go to low or mid-yellow. I've had both on the 9K. You seem to be someplace in between.
BobS over on the 9000 board is one of the experts here on BPC. You can try checking with him for ideas.
Have you tried washing out the BPC? Some here have had success with one or more of: Electronics circuit cleaner, WD 40, Fantastic. Squirt stuff in, let sit, shake, drain, dry thoroughly.
BTW, your hooter valve is operating correctly, right? Not bleeding air to the atmosphere? Not common in limiting boost, but possible. And ALL the vacuum hoses are good, right? Including the one to the gauge?
