I assume you checked the pump leads with a voltmeter. Wiring directly to the battery is good for testing the pump, but beyond that you won't get any diagnostic information.
to preface: below, "pump circuit" means the two leads that get connected when the relay is activated, and should always be hot. "relay control circuit" are the leads that run the relay. that's controlled by the ignition.
Something may be preventing the relay from getting voltage, so it never completes the pump circuit. Pull the relay and test for voltage at all leads. Depending on your year, you may just need to put the ignition in the ON position to test the relay control circuit.
-If you have voltage at the pump circuit, but not the relay control circuit, there's probably a bad connection somewhere upstream, perhaps at the ignition.
-If there's no voltage between the two leads in the pump circuit, that indicates either a bad connection between the relay box and the battery, or a bad connection between the relay box and the pump. Get your voltmeter, stick the positive lead in one of the connectors in the pump circuit, and ground the other. Test both connections in the pump circuit. If you get voltage during that test, there's a bad connection somewhere downstream of the relay box. If not, check the wiring to the box.
