burning oil, rough idle. sometimes.

I get some blue smoke on the 96 CSE. Only happens during startup, independent of engine temperature or time since I've last driven. Lasts for about 30 seconds, then everything is back to normal. No signs of pain from the engine during blue smoke. I've read on the board about burning oil on startup, but it always seems to be comorbid with a problem I don't have, or it happens to others reliably. Last time I saw smoke was a few days ago on my lunch break. Nothing happened that morning when I drove to work, nothing later that day when I drove home.
I have noticed oil spots on the plastic intake hose, just before it reaches the turbo, on that thing mounted on the intake that looks to be connected to oil lines. By the way, what is that? Could it be leaking into the intake? I'm going to pull the hose off the turbo after work today and do some discovery.
Idle is also flaky on occasion - drops to 700 or so, independent of electric load, A/C load, decel, etc. I thought the AIC may be dirty, however I can't find the valve to clean it. Does one not exist on the 96, or am I just looking in the wrong place? I can definitely hear the hooter valve doing its thing, but I've replaced it with a spare anyhow. No dice.
Forgive me; I'm new to the turbo world. My last ride, the 91 CD n/a, is sitting in the garage with a busted pressure plate and myriad other cosmetic problems that I don't want to deal with. Good occasional parts car, though.
