I have to be careful with the level of confidence my answer offers you. I have not read the Saab procedure for tightening cylinder head bolts. However, I do have years of experience on cast iron and aluminum head engine building. In general, any torque specification for an engine bolt is with the engine cold (as in overnight soak if necessary to ensure all heat is removed).
It will also be useful for you to tighten head bolts iteratively; first, to 20 lbs-ft, then 40 lbs-ft, and finally 65 lbs-ft. I use this method even with lug nuts.
I do know of the additional angle that is required with securing newer bolt issues. Presumably, you have a suitable torque angle gauge? These are not necessarily costly, but you will need this tool if you a part-time mechanic like I am.
