1. I don't know.
2. Not sure what you mean by "up to 1/4". After warming up the gauge should be pointing to 8 o'clock. '95 and later models have a nanny gauge that tells you everything is normal unless there is a problem. The temperature sensor goes to the EDU. The EDU drives the temperature gauge and also turns on the cooling fan through the two fan relays.
3. Can be replaced, although I don't know which model years have the same acc controller as your '97. Not too hard to replace. Remove radio first, then reach through the radio opening and push out acc controller from behind. There is a big electrical harness at the back that engages and disengages by means of a latch on the driver's side.
Radio removal - The radio is retained by two metal clips, one at the top left and one at the top right. To release the clips, insert small allen wrenches through the two small holes. After pushing in an allen wrench about 3/4" you'll feel it contact the clip. Push it in another 1/2" or so, which forces down the clip. With one hand, push up on both allen wrenches to force the clip further down, and insert two fingers of the other hand into the cassette opening and use them to pull the radio out. Some people use a special tool, but I get by with little allen wrenches.
