1. If it ain't broke, you don't need to fix it.
2. 97's temp gauge is not a direct read of the temp, but filtered by the computer. The 'normal' spot is at 8 to 8:30-ish.

Could be several problems - the ACC units seem to be pretty reliable.
ACC depends on a little temp sensor - left of the acc behind a little bullseye grill - to tell what the cabin temp is. If the fan is dead or its full of lint, it may not read properly. You should be able to hear the fan spin for a minute or 2 after you shut off the engine.
The ACC doesn't drive the fans directly - there's a transistor pack on the blower housing that drives the fan motor. If you get no fan - it could be that the a fuse is blown, the fan motor is bad, or the driver pack is bad, or the ACC is bad. Fuse or motor is most likely.
