the machine shop that built the head should have pressure tested the head, thus revealing any cracks.
It's not necessarily the mechanic shop's fault, unless they are lying about sending it to the machine shop in the first place, as mentioned.
The mechanic shop sends it off to be built, and then re-installs it when it comes back. They really have no positive way of telling if the head is cracked, w/o a pressure test or some examination w/ a magnifying glass, usually done at the machine shop.
I would wonder if the mechanic shop ever did send it off to be machined/ checked properly, or just re-installed it w/o machining or pressure testing. This can be done, you know.
and the turbo business seems like a shot in the dark at your problems.
