I have never had to check battery cables by measurement, as the fault on one that I have replaced (on my C900) was physically obvious: the connector at the starter end had burn marks. You can try to measure the voltage drop at various points along the cable while the starter is cranking (high current), my guess is that you might see a drop of several volts, indicating resistance along the cable; the formula is V=IR, meaning that resistance and voltage drop will be proportional to each other.
If the cables are messed up enough to have shed their insulation, they sound sketchy at best - as a comparative reference, my 1994 CS Turbo with almost 200K miles is not exhibiting this (yet). May also be a bad junction (high resistance) between the cable and the connector.
