Lumbar Mechanism -- Anyone familiar ?

1996 CS Leather seats.
The lumbar adjustment shaft broke off inside the seat. I took a quick look up from the back of the seat and there appears to be a canvas strap that provides the lumbar adjustment. Is this correct, or is there some other device that I could not see?
I am trying to figure out a way to get some lumbar support back in the seat. If it is that strap I might be able to permanently tighten it to gain some support in the seat. It does not need to adjust.
Thanks for advice, opinions general ramblings etc.
