You are correct it is that strap that is tightened/loosened to enable lumbar support.
I have swapped seat covers before and it isn't that difficult. Hardest part is a funky headrest attachment mechanism. But you don't need to go near that.
If I were you I would take the seat out of the car - much easier to work on and it's only 4 bolts. For this job you could leave the seat belt on but for maximum flexibility take it off.
It has been a while since a did this but these are the basic steps. First pry off the nob for the lumbar support. At the bottom of the seat back you will find a series of hog rings that hold the seat cover on. Cut those with a sturdy wire cutters. "Roll" the seat cover inside out up the seat to expose the lumbar support strap. You may have to cut another set of hog rings. Make your repair to the lumbar support strap. Roll the seat cover back down the seat. I used cable ties to replace the hog rings - worked fine.
