A month ago or so I was having cold idle issues (see link) on my 1994 car. Cleaned the AIC, no difference. Ken Fisher suggested changing the Coolant Temperature Sensor and it fixed the problem. Still doesn't explain your relay activity though, and my symptoms were different than yours, but it's something to consider - I was not getting trouble codes for this part, but it was obviously failed once replaced.
