I think T5Suite works with '94 and up. There is plenty of T5Suite documentation at http://trionic.mobixs.eu/

Orb1 and orb2? Do you mean OBD1 and OBD2? I think OBD2 is more of a pain for most people because the trouble codes do NOT pinpoint problems. People think OBD2 is smarter that is actually is and replace parts only to find that the problem didn't go away. It is a useful tool after you get through the learning curve.
If you're thinking about acquiring a 9K to tune for more performance, then look for one that hasn't been thrashed around already. A good bet (and also affordable) will be a '95 - '97 CS model with the light pressure turbo. It is easy and relatively cheap to convert one to a full pressure turbo (the equivalent of a CSE model), and from there upgrade with T5Suite or a reputable tuner to Stage 1 or greater, depending on your goals and budget.
The later model years are generally preferable, but an older 9K in good shape with good records is more to be desired than a newer model in poor shape with few or no records. Hope you find a nice one.
