As Sam already said. Might as well get it right. That stands, I believe, for on-board diagnostics.
Not too savvy but if I were you I'd aim for OBD2, '96 and up, and since they're more common and also less thrashed, for a CS. Avoid rust. Keep in mind that at minimum soon these will be 15 year old cars and there are lots of possible problems from age, door latch lube problems, 4-way flasher and turn signal problems, headlight control problems, central door lock problems, all relatively easy fixes detailed on here. Also oil pump cover o-ring and crank oil seals, check that oil pressure light works, etc.
Records usually don't stay with cars in this age range and aren't important to me; soundness of body, motor and tranny are what to look for, rest you can take care of with maintenance type attention you'd probably have to do anyways.
The OBD2 cars have the handy test port below driver dash.
