See recent post, "99% sure I found the problem" under string "Bogging under load". Hose on his new insert disintegrated inside tank.
But - -
You say pump makes noise when key is at on before cranking. Ari asserts that it should, for a few seconds. But in my experience on three of these cars, the pump DOESN'T make noise then so I'm not sure you're hearing the fuel pump.
And you say it DOESN'T make noise when jumpered. It absolutely should if it's in working order. And you say probing with a voltmeter shows that it's getting voltage when you crank the car over.
I'd suggest if you can rope in a helper, get that person to do the jumpering from Fuse 22 to Fuse 14, while your head is right next to the fuel pump under the hatch with the cover removed. And same test while key is on, just to see, and again while someone's cranking the car.
Then if still no noise, kind of obviously the pump is not running. Look at wiring near the pump first, in case that's got a problem. Then I guess you'd have to pull the pump.
You could also try cracking the banjo bolt at fuel rail loose and cranking the car briefly. If the fuel pump is working it will spray gasoline all over the place - - a bit of a fire hazard but a sure and simple test of whether it's running.
