There is a high pitched noise that goes away when the throttle is suddenly opened. When the engine is idling there's about 20 psi of vacuum. Open the throttle suddenly and the vacuum drops towards zero - and the noise goes away. Then as it returns to idle with 20 psi of vacuum, the noise immediately returns. That is what is heard on the video. Air is getting in where it isn't supposed to, making the engine run rough and lean.
Your daughter should get about 3 feet of garden hose or aquarium tubing, run the engine at idle, hold one end of the hose to her ear and probe with the other until she has found the location of the noise. Then you'll have a very good clue to pursue.
