I believe that the same relay is used for other circuits, i.e. perhaps the horn. The only issue on a 1994+ car is getting to the relays, which are on a drop down board behind the fuses. Another possible cause is the crank position sensor, but this is not usually a problem on 1994+ cars.
One other thing to try to verify that it is the pump is to have someone bang on the bottom of the gas tank while the engine is cranking - the pump may have settled on a "dead spot" and a tiny bit of motion may get it to work. If so, replace the pump because it's not going to get better on its own and will leave you stranded soon.
