Thanks jjacob. I tested the FP circuit at the fusebox and put a test light on fuse 14. Got the spurt of power then it went away - comes back on cranking so that tells me that power delivery is good. Going to check the power at the pump tonight but more & more it's looking like the pump itself. That said - which relay is the fuel pump one? I've got the fusebox dropped and I can see all of the relays (10+). Google search did not really give anything conclusive as to which one was fuel pump. I suppose I could start pulling relays and check power at that #14 terminal - but if anyone has the knowledge it'd be helpful. May as well replace the FP relay irrespective of the outcome.
Thankfully this died within a mile from my house and not in the boonies somewhere.
