I had Charles River Saab do my shock/spring installation and they told me that my towers were still OK, but probably will eventually need to be done. The outer layer is rusted but the inner parts are still solid. I verified by checking under the carpet, and both sides show no rust poking through, but I do want to get them done. CRS told me that Stadium has done lots for them, so I may ask for a price from them.
Definitely get the rears, it will change the whole feeling of the car.
