It might still have the sleeve. A couple I did not that long ago were so difficult, I also thought they were fused in there. Once I finally got them out, I saw the sleeve was there. One I had to ruin to get out, and I put the new one in using polyurethane caulking as a spacer. If you're trying to save the sensor, all I can say is good luck. Probably your best chance is to tap it out from the other side, using a piece of dowel cut to the exact diameter of the sensor. You could also try gently heating up the surrounding metal to make it expand some.
