I have a 1994 non-TCS car and have been through this a few times. The control boxes for the 1992 - 1994 cars are flaky. I repaired mine by reflowing the solder on all of the capacitors and other large pieces, and it has been working fairly reliably since - every now and then it won't engage for some reason. One of the other posters here has come up with a method of adapting an earlier and more reliable control box to this era of car, and I believe that he even sells an adapter cable - do a search.
