A 94 should have a 2 speed fan in the US. Fan operation is determined by a switch in the cool (right end) of the radiator. Since that end of the radiator is cooler than the engine, the engine temperature can get high before the fan runs. The fan switch and wires that run under the radiator can cause issues. Also the fuses, relays,and resistor may not be cooperating.
A two speed fan avoids high inrush currents starting the fan at full speed and reduces the noise of the high speed fan. The high speed fan should operate only under vert hot conditions
