pull the relay for the high speed and low speed and swap them. if the high speed still runs....
then look the the picture on the side of the relay, it will show the part of the relay that controls the latch, and the part that is controlled which is the power. you can put a jumper of HEAVY gauge wire between the Controlled portion and see if the slow speed fan runs....
If it does....
then I suspect you have a problem with the wire that goes from the temp sender to the relay. there is a junction on the slow speed wire only that is about mid way under the radiator (as another mentioned I think) and it get corroded. It is heat shrinked and looks okay but.... if you cut the shrink bet it falls apart as mine did. if you CAN get the fan to run with a jumper send me an email for pictures.
