That is Crank Case Ventilation (PCV). The big hose routes from the port in the valve cover to the vacuum side of the turbo. The water hose that runs inside it, runs roughly from the throttle body to the water plumbing on the turbo if I remember correctly. The small PCV line with the check valve should run directly into the intake manifold as it probably already does, with the valve pointed at the intake.
The most common suspect in this plumbing is the actual check-valve. there is no other restriction on air entering the PCV from the turbocharger at idle. Either this check-valve is stuck open and not providing any restriction, or there is another intake leak that you're blaming on this.
