Shocks also support the "transition zone" from the intial spring rate to the linear spring rate. All springs have an intial spring rate which is weaker than the normal linear spring rate. A pure linear spring has a very small intial spring rate so it resist right from the start. An automotive spring is not a pure linear spring and has a larger zone where the the intial rate gradually transitions to the linear portion. A worn shock does not assist the transition zone (by exerting outward pressure) and therefore the spring does this alone. This lack of assistance from the shock causes the spring to take more of the weight and thus give the appearance of sagging. The construction of the shock/strut, along with stops, keeps springs from compressing completely. Because of this, springs can practically never wear out and thus sag. That's about the best way I can explain it for now. Libraries abound, so you can research this for a better explanation.
