If you haven't sussed it all out yet, here are a couple other thoughts.
1) bad bulb - as someone else mentioned, this could be a problem
2) wrong bulb - several Saab taillight bulbs are dual filament and function as parking/brake lights. These are dual-filament bulbs. If a single-filament bulb is inserted, it will always glow bright when power is applied.
3) right bulb, installed backwards. I shouldn't happen, but it does, all too often. Dual filament bulbs are "keyed" to only go in one way. Either the locking pins are not 180 degrees apart, or they are different heights. Sometimes, people just jam it in, not thinking that turning it 180 degrees will make it latch in a LOT easier. Doing this gets one 20watt "parking" lights, and 5watt "brake" lights, instead of the other way around.
What I'd do is take all the brake/parking bulbs out of the rear cluster, and re-install them one-by-one, making sure that the right bulb is in the right spot, and that it is installed properly. No bulb should be hard to turn on installation. After installing each one, check for proper brake light operation.
