I just did this (again) on my '98 CSE - even though most posts refer to the retainer tool, I've never used one, and have had no issues. A couple points however - when compressing the tensioner shock, slow and steady wins the day. If you try to compress it rapidly, it will fight. Push slowly with a long breaker bar, and it compresses quite well. Once it's compressed, slip the belt off the A/C pulley, and slowly release pressure. Be sure to position the bar/socket for maximum travel. As Erik mentioned, the bolt for the tensioner pulley is left hand thread, so pushing toward the rear of the car to compress the tensioner is also tightening the bolt. Bigger issue is remembering this when removing the pulley to get the belt out...
