There are only two scenarios where the headlights could remain on when the key is off; 1) Bad ignition switch. 2) Bad headlight switch. Normally, when the key is off, there is no power to the headlamp circuit (thereby ruling out relays). However, there is power to the circuit if the parking lamps are turned on, so it could be a bad headlamp switch. I would lean toward the ignition switch, as you said it only sometimes happens, and I am assuming that you don't turn the headlamp switch on/off every time you drive. I just leave mine on, as with the DRL's, they're basically on all of the time anyway. Your other issues (high beams not working, etc) sound more like a relay and / or ground problem.
