Headlight fuses blowing - only when RPM climbs above id

This is a strange one for me. I've been chasing a burned out headlight. I've inspected the headlight relay control, the headlight wiring, the loom wiring from the relay Box in the engine bay, and even adjusted the ground straps.
I've replaced and swapped several headlight relay boxes (the red double sized ones)
Both headlights work fine with the engine turned off.
Both headlights work fine with the engine idling.
The driver's headlight fuse blows every time the RPM's climb above idle.
Is there a voltage regulator to the headlights that I'm missing?
