when idling and/or stopped since there is no air flowing through the radiator to remove the heat. This continues until the cooling fan kicks in to regulate the temp and keep the system from overheating. Any small leaks will manifest themselves as the pressure builds. When you're moving again, the air flow brings the temperature and the pressure back down. If your heater core has the pinch type hose clamps, these may leak under pressure. You can see these in the "aquarium". I swapped mine out for the screw type hose clamps and my problem, which was very similar to yours, disappeared ('96 Aero).
