Simon, the blower speed will go down once the set temp is reached so it will control the speed. It just starts up on high speed when the car and coolant temps are ice cold. When I start the car and it's 5 degrees out, the blower speed runs up to max speed and blows ice cold air until the car eventually warms up. Then as the set temp is reached it will lower the blower speeds as normal to maintain cabin temp.
