They're pretty strict around here too as they've switched to an iPad system where everything is linked and the vehicle is photographed, and any failure is photographed and the repair has to then be photographed as well. Obviously not all failures are visual but it makes it harder to just shop around for someone who will pass you and I know the guys I go to have been busted a few times for trying to be lenient. Inspection is tied to registration too, so you can't renew your registration for an uninspected vehicle, I assume to increase compliance. All kind of a pain, but I'm still shocked in VT some guy having a bad day or an overzealous new kid could permanently fail a car with no recourse.
