I changed both rear shocks on my 96 Aero and it was a stoned B#$%&H to get the bottom bolt out. It sounds like you're dealing with the nuts on the top end of the shock. There are two jam nuts on top. You may have to hold the shock shaft with a small wrench at the top or possibly vice grips to keep it from turning. Soak it really good with PB Nut Blaster or Kroil or some other penetrating oil. If you booger up the threads on the very top you can possibly cut off the damaged part and still have enough left to reinstall. Try metal foil HVAC tape on the body holes. Technically, it's metal. I got through several NH inspections with it covering small holes.
